The intervention aims to support:
- the establishment of new and the expansion/modernisation of existing processing, marketing and transport units, focusing on the creation and development of new products with high added value, processes, management systems and production organisation,
- enhancing environmental sustainability at all stages of the production process (improving energy efficiency, promoting the use of renewable energy sources, reducing carbon emissions, managing waste, reducing and replacing plastics, etc.),
- the reduction of operating costs,
- the transition to circular economy models, value-added and the promotion of products not intended for human consumption, as well as by-products, etc,
- the provision of advisory services to enhance the viability, productivity and competitiveness of businesses in the sector.
The implementation of Action 2.2.3 - Processing of fisheries and aquaculture products will contribute to :
- maintaining existing jobs and creating new jobs through the modernisation and expansion of existing processing, marketing and transport of fishery and aquaculture products, as well as the creation of new businesses. The action covers the whole range of processing of fishery and aquaculture products as defined in point 21, of Article 4 of Regulation (EC) No 1224/2009 and replaced by point 1. i) of Article 1, of Regulation (EU) No 2023/2842 of the European Parliament and of the Council of 22 November 2023 and includes:
- the cutting
- cutting into fillets
- the packaging
- the canning
- the freezer,
- smoking
- the salting
- the cooking
- preservation in vinegar
- drying, or
- the preparation of fish for market in any other way.
The aid is granted to Beneficiaries - existing SMEs that:
(i) Implement their investment project in owned or leased processing facilities.
(ii) Have in their name and possession the authorisations and permits required by the applicable statutory provisions for the establishment and operation of the processing establishments referred to in the previous subparagraph.
Aid not are provided for investment projects involving premises where the place of implementation is an establishment, the authorisations of which have not been issued in the name of the body carrying out the investment but in the name of another body which is responsible for compliance with their terms.
(iii) Meet the conditions for recognition and the operating rules of Regulation (EU) No 1379/2013 (CMO) and hold the approvals and decisions of the competent authorities provided for by the applicable Union and national provisions, in the case of producer organisations, associations of producer organisations or inter-branch organisations.
(iv) Their solvency and financial viability can be demonstrated.
(v) Demonstrate the ability to cover their entire participation in the investment (equity participation).
(vi) They have not applied for funding from a National or Union Programme for all or part of the proposed Operation.
(vii) They comply with the conditions referred to in paragraph 1(a) to (c) and paragraph 3 of Article 11 "Admissibility of applications" of Reg (EU)2021/1139 and are accompanied by the signed declaration of the applicant operator in accordance with paragraph 6 of the same Article.
